Information on Application-to-Person (A2P) SMS Registration

Effective as of March 26, 2024, new regulations regarding Application to Person (A2P) or Bulk Texting have been implemented by the FCC to prevent spam. The primary change that affects sending SMS through TopView is that all A2P communications must be done through a brand registered with the Campaign Registry. While our customers using cellular modems have not reported issues, customers using Twilio must complete a campaign registration process to begin sending A2P SMS through their API.

There are two main components of registration: [1]
  1. The Brand (Who is sending the messages)
    1. TopView, and by extension Exele, are not the brand. TopView is only the method of delivery. Since the content and schedule of the messages is determined by its users, the Brand is you, or your company/ organization.
  2. The Campaign (Why the messages are being sent)
    1. The campaign describes the following:
      1. The purpose of the messages. 
      2. How users opt-in to messages, and how they can opt-out.
For campaigns using TopView, we recommend a keyword opt-in/opt-out process, where users must initiate the SMS contact by sending a keyword (such as SUBSCRIBE) to the account phone number. 

In TopView 7.6,  we have added a tool which will generate opt-in instructions that should suffice for campaign registration. (Tools > Support Apps > SMS Opt-In Instructions Generator)  When registering a campaign, we recommend printing or taking a screenshot of these instructions to include along with your application. For earlier versions of TopView, this article shows examples of keyword opt-in instructions

Until further support for Opt-in/Opt-out keywords is implemented in a future TopView version, actual enforcement of the opt-in and opt-out procedure must be done by the Twilio account holder.
